Finance Ministry will register the contract with the companies to audit Moldovagaz’s debt for the gas supplied to consumers from Transnistria.

According to an order of the Emergency Situations Commission, the Ministry of Finance will register the contract for state purchases of services of financial and legal audit of Moldovagaz's debts to Gazprom and Factoring Finance for the gas supplied to Moldovan consumers on the right bank of the Nistru river. Let us remind, in July, the Public Property Agency was authorized by the Emergency Situations Commission’s decision to purchase the independent audit services of the mentioned Moldovagaz debt, by using direct negotiations procedure, without prior publication of the participation notice, in accordance with the Law on Public Procurements. In August, the Public Property Agency signed contracts for the mentioned audit with Wikborg Rein Advokatfirma A.S. and Forensic Risk Alliance & Co Limited. The government ordered the equivalent of 800,000 euros from the Reserve Fund to pay for their services. The companies must precisely clarify the origins of the debt of Moldovagaz to Gazprom and Factoring Finance for natural gas supply to consumers on the right bank of Nistru River during the period of August 27, 1991 to October 31, 2021, including: verify the distribution of payments by Moldovagaz (its predecessors) for gas consumption among consumers on the right and left banks of Nistru River; evaluate the assets previously transferred to Gazprom as a (partial) repayment of debt for gas supplied to consumers on the right bank of Nistru River and, if necessary if necessary, re-evaluate these assets; verify the correctness of distribution of previous payments to repay debts for gas supplied to consumers on the right bank; verify the legality of assignment of Gazprom's accounts receivable to Factoring Finance. The preliminary report on the audit of Moldovagaz historical debt is expected to be presented in January 2023, and the final report - by March 1.
