
The independent audit of the historical debt of Moldovagaz to Gazprom and Factoring-Finance will be performed by 2 companies: Wikborg Rein Advokatfirma AS (Norway) and Forensic Risk Alliance & Co (Great Britain).
Andrei Spinu, Deputy Prime Minister, Minister of Infrastructure and Regional Development of Moldova has informed about it, noting that it was stipulated in a relevant contract signed with them by the Public Property Agency. The two companies have committed to audit their debts for the gas supplied to Moldova on the right bank of the Nistru River until January 30, 2023. The contract has been signed as a result of direct negotiations, carried out following the July 13 order of the Emergency Situations Commission. InfoMarket Agency has earlier reported that, earlier Moldovan authorities had planned to choose an audit company by means of an open tender, which would not only find out the exact sum of the historical debt of Moldovagaz to Gazprom and Factoring Finance for the natural gas supplied to consumers on the right bank of the Nistru River, but also find out the factors of this debt. But the announced tender failed due to non-participation of the companies after the start of the war in Ukraine, the introduction of the state of emergency and the closure of airspace. The Moldovan authorities had earlier asked Gazprom to postpone the previously agreed deadline of May 1, 2022 for auditing the historical debt and signing an agreement to settle it. But they did not receive an official response to this. As a result, Moldova cancelled the tender for the selection of the audit company and decided to repeat the procedure of purchasing audit services based on a revised specification, based on the recommendations received from companies that had expressed interest in the previous tender launched in January. However, on July 13, the Emergency Situations Commission instructed the Public Property Agency to purchase independent audit services for the debt of Moldovagaz through direct negotiations, without prior publication of the notice to participate in accordance with the provisions of the Public Procurement Law. It was stipulated that the Public Property Agency will submit the public procurement contract concluded with the economic operator, recognized as the winner of the procedure, to the Emergency Situations Commission immediately, but not later than 24 hours after the award of the procurement contract. // 11.08.2022 - InfoMarket.
