Government passed the Law on Mandatory Health Insurance Funds for 2024: the cost of health insurance will remain at the current level.

The draft law envisages that the revenues and expenses of the Mandatory Health Insurance (MHI) funds in 2024 will amount to 15 billion 420.08 million lei. Compared to the approved and adjusted amount of revenues for 2023, the income and expenditure parts of the MHI funds will increase next year by 9.1% and, respectively, by 6.1%. In the structure of revenues, the MHI funds' own resources will account for 54.6% (8 billion 420.68 million lei), transfers from the state budget - 45.4% (6 billion 999.4 million lei), other revenues - 188.8 million lei. Most of the own revenues of the MHI funds will be provided by contributions in the form of percentage deductions from salaries and other payments - 8 billion 069.6 million lei (+15.1% against the approved amount for 2023). Next year, the amount of the MHI contribution calculated as a percentage of salary and other payments will remain at the current level - 9%. Payment of contributions in a fixed amount will provide the MHI fund with revenues of 162.19 million lei, which is 18.6% more than the amount approved for 2023. The standard cost of the MHI policy in 2024, according to the legislation, should have increased up to 14,796 lei, however, taking into account the difficult financial and economic situation of some categories of population, it was decided to maintain the cost of the MHI policy at the level of 12,636 lei, while the first 3 months of the year it will be available at a reduced price. The owners of agricultural lands, except for vegetable gardens and land plots for horticulture, regardless of whether they have or have not leased or used these lands on the basis of an agreement, will be able to buy the policy for 1014 lei till the end of March; individuals engaged in independent activity in the field of retail trade - for 1622 lei; founders of individual enterprises, individual lessees/users of agricultural lands and holders of entrepreneurial patents - for 2028 lei. Non-working mediators, notaries, attorneys, bailiffs, forensic experts working in the forensic examination bureau, simultaneous interpreters and translators, authorized managers, regardless of the legal form of activity, who have obtained a certificate, license or permit in the manner established by law, as well as non-working persons self-employed in the activity of family doctor, will be able to buy the policy until March 31 for 4056 lei (the same as in 2023). Moldovan citizens who do not belong to the above-mentioned categories of contributors and who, after March 31, provide evidence of their stay outside Moldova for more than 183 calendar days during the fiscal year, acquire the status of insured person in the MHI system after paying the full amount of the insurance contribution. As for the expenses of the MHI funds, the main amount will be used to pay for medical and pharmaceutical services - 15 billion 173.6 million lei, while the rest of the expenses will be directed to the development and modernization of the state providers of medical services - 50 million lei, to preventive measures - 55 million lei and to the formation of the MHI reserve fund - 10 million lei.
