This is stipulated in the draft law on the state social insurance budget for 2024 approved by the government at a meeting on December 1. In particular, in 2024, for the payers of compulsory contributions to the state social insurance (SSI) fund on the basis of an individual contract concluded with the National Social Insurance Company (CNAS), the annual contribution of compulsory state social insurance in a fixed amount will increase by 19.2% - from 14,700 to 17,522 lei. For individuals owning or renting agricultural land or cultivating land, the fixed contribution to the SSI fund in 2024 may also increase by 19.2% - from 3,744 to 4,463 lei, but not less than 1/12 of the respective amounts monthly. The SSI contribution for persons engaged in independent activity in the justice sector is proposed to remain at the current level - 27,772 lei. According to the draft law, the overall revenues and expenses of the state social insurance budget in 2024 will amount to 42 billion 722.4 million lei. This amount is 10.3 per cent higher than the approved amount for 2023 and 10 per cent higher than the adjusted figures for 2023. The share of both revenues and expenditures of the state social insurance budget in 2024 will amount to 12.5 per cent of GDP in both cases, compared to 12.3 per cent in 2022. In the structure of the state social insurance budget's revenues for 2023, about 56.9 per cent will be made up of general revenues, while transfers from the state budget will account for 43.1 per cent. According to the draft law, in 2024, the amount of mandatory contributions to the SSI funds will amount to 27 billion 714.3 million lei, which is 12.1% more than the amount of contributions expected after specifying the figures in 2023. Transfers from the national public budget to the SSI fund are planned at 18 billion 405.2 million lei, which is 7.2% more than the refined indicators for 2023. Other revenues are forecast at 602.9 million lei, of which 594.5 million lei will be transferred by the residents of the IT Park and 8.4 million lei will be revenues from fines, penalties, etc. The other revenues are forecast at 602.9 million lei. As for the expenditures, they are divided into 10 subprograms and activities. About 67.5 percent of the total SSI budget expenditures will be allocated to support the elderly - 28 billion 820.8 million lei (+11 percent compared to 2023), 11.7% - for people with disabilities - 5 billion 015.3 million lei (+9.8%); 10.3% - for families with children - 4 billion 384.7 million lei (+7.9%); 3.5% - for emergencies - 1 billion 502.5 million lei (-4%); 2.5% - for people with temporary disability - 1 billion 087.6 million lei (+14.8%); 1.5% - for social protection in connection with the loss of breadwinner (+27.6 per cent); 1.7% - for social protection of some categories of population - 738.03 million lei (+20.3 per cent); 0.4% - for additional support of some categories of population - 150.1 million lei (-1.8 per cent); 0.2% - for social protection of the unemployed - 67.6 million lei (+37.8 per cent). The explanatory note to the draft law says that on April 1, it is planned to index all social benefits by 6%. From January 1, 2024, a number of new allowances will be introduced - a lump-sum allowance for the adoption period, a lump-sum allowance for a child adopted or taken under guardianship/guardianship, a lump-sum allowance for the upbringing of a child over 3 years old, adopted or taken under guardianship/custody - more than 12 million lei is envisaged for their payment in the budget of the state budget. The number of days for calculating the paternity allowance will be increased, and it will also be available to fathers of adopted children, including free professionals working in the justice sector. It is planned to allocate 9.9 million lei for the Restart reform, to increase the size of the lump-sum allowance at the birth of a child - up to 20 thousand lei, to continue supporting the population in the cold season - through compensations in invoices and through the provision of cash payments.
