Moldova to increase the size of compulsory health insurance funds.

The Health Ministry has submitted for public consultations draft amendments to the Law on the compulsory health insurance funds for 2023, which envisages a 2.8-per-cent increase in its revenue and expenditure parts, compared to the previously approved amount - from 14.13 billion lei to 14.53 billion lei. In particular, it is expected an increase by 290 million lei the amount of contributions in the form of interest deductions from salaries and other remunerations. This increase is expected in the context of revised forecasts of macroeconomic indicators for the current year (due to an increase in the labor remuneration fund). Revenues from other sources will increase by 61.3 million lei, and from the payment of insurance contributions in a fixed amount - by 48.5 million lei. Other revenues of the Mandatory Health Insurance (MHI) funds will increase by 61.26 million lei. As for the expenditures, they will also increase by 2.8 per cent (+399.7 million lei) against the initially approved amount in the budget - up to 14.53 billion lei. The additional expenses for inpatient medical care will amount to 250 million lei, of which 167.8 million lei will be used to increase by 15 per cent the salaries of the employees of medical institutions operating within the compulsory medical insurance system (starting from October 1), while 69.7 million lei - for the purchase of medical services. The expenses for primary medical care will increase by almost 76 million lei (74.4 million lei will be used to increase the salaries of medical staff, 1.4 million lei - to cover the expenses related to the provision of medical services to Ukrainian refugees). The expenses for pre-hospital emergency medical care will increase by 39 million lei, for specialized outpatient care - by 26 million lei, for high-tech research - by 4.7 million lei, for community and home-based medical services - by more than 3 million lei, for palliative care - by 1.3 million lei. At the same time, the draft of the National Health Insurance Company (CNAM) foresees a 5-million-lei reduction in the expenditures for preventive measures - to 45 million lei. This is due to savings made during the purchase of the flu vaccine for the current season. These funds will be reallocated to the fund for the development and modernization of public medical service providers, which will be increased to 35 million lei. The amendments proposed by the Health Ministry and CNAM are to be approved by the government and the parliament.
