
In Moldova, until the end of 2024, will be applied licensing of imports of grains and oilseeds.
This is provided for by the corresponding bill, which parliament adopted in two readings at once. Amendments to the Law on Regulation of Business Activities by Permit propose to allow the import of grains and oilseeds, such as wheat, corn, meslin, sunflower, except those intended for sowing, only on the basis of an import license issued by the Ministry of Agriculture and Food Industry. This provision will be in effect until December 31st. At the proposal of the relevant ministry, this period can be extended by a maximum of 12 months. An application for an import license can be submitted by legal entities or individuals engaged in the following economic activities: animal breeding; production of oils and fats; production of flour products; production of preparations for feeding farm animals. The import license will be issued free of charge. Persons receiving an import license will not be allowed to trade and/or export the imported goods. According to the author of the legislative initiative, Chairman of the Commission on Agriculture and Food Industry Alexandr Trubca, this bill is designed to prevent serious damage caused to local farmers by the consequences of the war in Ukraine and the situation in which farmers will not be able to sell their products or are forced to sell them at prices below cost. The author also argues that there is a risk that a significant proportion of farmers will not be able to fulfill their contractual obligations with suppliers, pay wages to employees or repay loans.
