
The development of 2 new packages for the deregulation of business activities has begun.
The Secretariat of the Economic Council under the Prime Minister has begun developing the 6th and 7th deregulation packages. Proposals from all interested parties have already been collected. The Economic Council also recalled that the first 5 deregulation packages will allow businesses to save 850 million lei per year. Now the Ministry of Economic Development and Digitalization is promoting the 3rd and 4th packages of amendments. The third package includes changes to horizontal legislation in the field of state control. It expands the scope of application of laws, adjusts the powers of regulatory authorities in areas of state control, and proposes to introduce offenses against inspectors for the use of measures and sanctions not provided for by law. The proposed changes will reduce the risk of sanctions for businesses and reduce pressure in the state control process, which will allow entrepreneurs to save 71 million lei annually. The fourth package, which the government approved on January 10, 2024, includes, among other things, amendments to 12 laws that eliminate a number of restrictions and reduce the regulatory burden on business activities. The package provides for the recognition of commodity exchanges in EU countries and the modernization of stock market legislation. At the same time, it is envisaged to optimize the procedures for connecting to the services of utility companies, eliminating conditions for filing complaints, etc. This package has been sent for consideration to parliament; it will allow economic agents to save about 183 million lei per year. The first, second and fifth business deregulation packages, approved last year, will allow businesses to annually save up to 600 million lei per year. The first package provides that the employer is no longer required to approve internal regulations and draw up preliminary contracts, and ICT companies will be able to hire specialists on the basis of a contract with a fixed duration. Requirements for maintaining records and reporting to military centers about potential recruits have been eliminated. The so-called “blue passport” was also eliminated - a medical journal that records the results of numerous medical examinations and other information - it is a formality and complicates the work of 30 thousand employees in the HoReCa sector. The second and fifth packages provide, among other things, for the abolition of the cash register; increasing the amount of tax debt from 100 to 500 lei; introduction of the right to deduct VAT on purchases based on tax vouchers in the amount of up to 2 thousand lei when paying with a payment card. Adaptation medical examinations, medical examinations of workers who work at a computer, etc. are excluded.
