Moldova will introduce digital identity cards and everyone will have free access to the electronic version of Monitorul Oficial (the Official Journal of Moldova).

This is provided for by a package of legislative changes to stimulate the development and use of electronic services, submitted by the Ministry of Economic Development and Digitalization for public consultations. The draft provides for a change in the mode of interaction between beneficiaries and providers of public services and regulates the issuance in digital format of certain documents - ID card, driving license and vehicle registration certificate. Digital documents will be generated and used through an integrated e-services application, which is being developed by the e-Government Agency with the financial support of the UNDP. Through this application, it will be possible to create digital documents and download them to the owner's phone or tablet. Thus, the digital identity card of the citizen of Moldova will contain all data about the citizen from his/her profile in the State Register of Population. The digital document will be generated in real time, with the creation of electronic identifier (QR code). The digital document can be created only on the request of a citizen, who has full legal capacity and a usual identity card of the citizen of Moldova, and it will be issued for 10 years. The bill regulates the procedure for obtaining digital driver's license, the possibility of online application for vehicle registration and delivery of certificate and license plates through MDelivery; possibility to apply for registration of contract for the sale of real estate and other documents in this area by notary. In addition, it is proposed to provide free and full access to the electronic version of Monitorul Oficial (only chapters I-III of the publication are publicly available today).
