As the author of the project, deputy Dan Perciun, said during a briefing on Tuesday, the project of reassigning district hospitals from local authorities to the Ministry of Health is aimed at improving the efficiency of managing district hospitals, improving the quality of services provided, modernizing and re-equipping medical institutions. The head of the Ministry of Health, Ala Nemerenco, said that the department she heads supports the project, one of the main goals of which is the modernization of the country's hospitals. Today, according to her, district hospitals have outdated infrastructure, old engineering systems, no ventilation, and this leads to the risk of spreading infections transmitted by airborne droplets and poses a constant risk to patient safety. “Even the necessary equipment is missing, not to mention modern, and this affects the quality of medical services, leads to an outflow of medical staff, etc.” - the minister emphasized. The bill proposes to improve the management of district hospitals by ensuring their depoliticization. According to Ala Nemerenco, today the heads of a third of hospitals are in litigation due to inconsistencies in the appointment procedures, and this is a very common situation when one person wins the competition, and the district council does not approve it, appointing the acting director, and this continues for years. At the same time, local authorities are obliged to invest in the modernization of hospitals, however, according to statistics, the amount of investment by local authorities is reduced every year. So, if in 2015 the investments of district councils in hospital infrastructure amounted to 87 million lei, then in the first half of 2021 - only 35 million lei. Herewith, the Ministry of Health recently provided equipment worth 1.5 billion lei to regional hospitals. According to Ala Nemerenco, not a single hospital has received funds to improve energy efficiency, and this is the most significant item of expenditure. Meanwhile, all hospitals are funded differently, depending on the economic development of the area. The minister noted that local authorities are not interested in the development of district hospitals, and also do not seek to promote a regional and rational approach to the provision of medical services, specialization of district medical institutions.
