Commercial use of state legal acts is possible on the basis of a contract with the Legal Information Resources Agency of the MFAEI.

This is stipulated by the decision approved by the Cabinet of Ministers on the information system "State Register of Legal Acts of Moldova" (RSAJ). The document approves the concept of the information system, as well as the order of its organization and functioning. RSAJ (www.legis.md) is a set of technical information automated means for storage, processing and distribution of legal acts, necessary for systematization of Moldovan legislation. The system is designed for collection, processing, recording, search and dissemination of legal acts and information about them. This is a state system, the technical administration of which is entrusted to the Information Technology and Cyber Security Service. Registration of data in the system is ensured by the Legal Information Resources Agency. The State Information Agency Moldpres is the provider of information to RSAJ and ensures that each issue of Monitorul Oficial and all documents published in it are submitted to the system for registration by the competent employees of the Agency. The data in RSAJ shall be published on the website www.legis.md within 3 working days from the publication of the legal act in Monitorul Oficial. Laws and decrees of Parliament; presidential decrees; governmental decrees, regulations and orders; decisions, judgments and conclusions of the Constitutional Court, etc. are systematized and made available to the public in the RSAJ. The system records detailed information on each document (issuer, date of adoption, publication, entry into force, amendments made, etc.). This system does not register the acts of local authorities, because there is a separate system for them - the State Register of Local Acts. All natural and legal persons from Moldova have free access to RSAJ at www.legis.md. Dissemination of data from RSAJ for non-commercial purposes is possible after submitting a respective application to the Legal Information Resources Agency.
