
The Customs Service will issue permits for a simplified procedure for determining the customs value of goods intended for international trade
In particular, the agency approved a permit procedure for determining the amounts included in the customs value of goods—a separate order approved the procedure for issuing permits to simplify the determination of amounts included in the customs value of goods. According to the procedures, applicants will be able to apply for a permit for simplified determination of the amounts included in the customs value of goods through the Customs Permits system. This system is beneficial to economic operators who can prove that the use of a standard declaration would entail disproportionate administrative costs or that the difference between the estimated and final value is insignificant, and who comply with tax and customs legislation and have an effective accounting and internal control system. Authorized economic operators (AEOs) additionally benefit from an accelerated and simplified authorization procedure. To obtain such authorization, an economic agent must submit an application, registration and criminal record documents, justification for the application of the procedure, and AEO authorization (if available). For businesses, this system will provide flexibility and predictability when declaring customs values and will reduce administrative costs and the risk of sanctions. The entire process is digitized and in line with modern trade realities.
