About 830 million lei will be needed to implement the National Program for Promoting Entrepreneurship and Enhancing Competitiveness for 2023-2027 (PACC).

Mediacor hosted the official launch of the program with the participation of representatives of the Ministry of Economic Development and Digitalization and other agencies, business associations, entrepreneurs, partners. The head of the Ministry of Economic Development and Digitalization, Dumitru Alaiba, reiterated the importance of government support to the business environment through reforms and innovative programs. He stressed that PACC 2023-2027 supports the authorities' efforts to develop entrepreneurship, as well as digitization and deregulation of business activities and reforms the regulatory framework in this area. The program also envisages active involvement of the business community in the discussion of draft regulations affecting the business environment and stimulating SME investment, including with the support of state programs. The program contains 3 general goals divided into 9 specific tasks. In particular, it is planned to improve the regulatory framework for the business environment: to create favorable operating conditions for business, to digitize administrative processes in state agencies providing public services, to ensure sustainable economic growth and to create conditions for the promotion and implementation of ESG principles ("ecology, social policy and corporate governance"). As a result of the program implementation, by 2025 it is planned to increase by 20% the total number of enterprises and by 35 thousand people the number of employed population; to reduce the number of liquidated enterprises; to increase the share of active enterprises to 80% of the total number, as well as to increase the number of enterprises managed by women and youth. The share of enterprises that use electronic signature will increase from 40% to 80%, at least 80% of public services will be provided electronically, and the principles of green economy will be promoted. It is also planned to simplify access to finance and improve the competitiveness of local goods/services, including in foreign markets (increased access to finance, productivity of enterprises, growth and diversification of exports). The volume of investments will increase, thanks to state support provided by the state through ODA, the volume of program financing and capitalization of support funds will increase. For example, thanks to the 373 program alone, at least 2 billion lei will be invested in the economy. The volume of export of goods by 2025 will increase by 40%, up to $60.7 billion. Another goal is to promote entrepreneurial culture by improving professional and entrepreneurial competencies, strengthening public-private dialog, strengthening the role of business in the decision-making process, etc. It is expected that by 2025. 100% of draft regulations will be discussed with the business community. // 15.09.2023 - InfoMarket.
