This document is designed to simplify the process of starting and managing a business remotely in Moldova. In particular, businesses in the country will be able to be launched and managed remotely in a simplified way, using digital tools. In this sense, digital identification and authentication solutions (eKYC, eNotary and MobiSign) will be used for the Diaspora and foreign investors. There will also be a procedure of identification and initial registration of foreigners with the assignment of a unique identifier of the natural person (IDNP) without issuing identity documents, even if the foreigner does not enter the territory of Moldova. At the same time, barriers to remote employment of personnel, including from abroad, will be removed, given that the national economy is experiencing a shortage of skilled labor. "As a result, we will achieve a reduction of unjustified costs for entrepreneurs through the use of digital tools, easier access to end-to-end digital services for entrepreneurs, foreign investors and the Diaspora," said Deputy Prime Minister and Minister of Economic Development and Digitalization Dumitru Alaiba. He noted that the approved draft law provides for the following measures: a procedure of IDNP provision to foreign investors (an inevitable element for remote registration and business management); ensuring the application of digital platforms eKYC, e Notariat and MobiSign for the Diaspora and foreign investors; ensuring digital notarization as an option for local entrepreneurs, the Diaspora and foreign investors; establishment of the legal regime of electronic notary deed and the features of electronic notary activity; compulsory notary certification as an option for local entrepreneurs and foreign investors. Another package of amendments concerns remote labor relations and employee protection. It concerns the legalization of remote work, clarification of remuneration and taxation regimes, including VAT and social insurance contributions (CNAS, CNAM). The possibility of remote employment in companies of foreign citizens who do not have residence permits in Moldova; clarification of labor protection regime, medical certificates and risks at workplace for remote employees; advance registration of remote work permits in Moldova.
