Moldova will improve the quality and procedures for verification and technical expertise of projects and structures.

The government at a meeting on Wednesday amended the Regulations on the verification of projects and construction works, technical expertise of projects and building structures. The changes will help improve the quality of inspections and technical expertise of projects and facilities, remove the obstacles that owners and users of buildings face in the process of reviewing projects and technical expertise of existing and under construction/reconstruction facilities, and improve the quality of services provided to the industry. The project will also simplify the access of investors and owners to the process of verification and examination of projects and facilities; reduce the risk of damage and poor construction as a result of inappropriate recommendations and opinions of technical experts. The areas of inspections/expertise will be adjusted; certified areas and specialties in the field of construction will change, etc. According to the amendments, the authorized body will supervise and manage the activities of verification/examination of projects and construction. These works will be carried out on the basis of a contract between the owners and, if necessary, investors or administrators of buildings, on the one hand, and economic agents specializing in this area, on the other hand. The procedure for making changes to project documentation is being specified, a mandatory general examination of projects of national importance or special importance, as well as projects developed abroad, is provided for; the risks of abuses in the process of verification/examination of projects and facilities, etc. will be eliminated. It is expected that these changes will help eliminate unfair competition in the process of verification/examination.
