
Competition Council is analyzing the deal, as a result of which Magistrala-Nord gained control over the largest producer of limestone in Moldova, JSC Calcar.
According to the Competition Council, economic agents participating in the operation of economic concentration on the main type of activity are present in the market for construction and repair work of roads and highways, as well as in the market for the extraction and sale of limestone. JSC Calcar was registered in 1992 in the village of Beleavinti, Briceni District. It is the largest enterprise in the north-western region of Moldova for the production of limestone for the sugar and metallurgical industries, as well as crushed limestone of various fractions. At the end of 2020, the profit of the enterprise amounted to 7.08 million lei (an increase of 1.9 times compared to 2019). Its sales revenues increased from 32.3 to 33.9 million lei (+ 5%), the company employs over 70 people. The total volume of production is about 1 million cubic meters of limestone. Provision of industrial reserves for the field, taking into account the design level of production, is 100 years. Until recently, the shareholders of JSC Calcar were Victor Beliciuc, Nina Cricalovscaia, Liudmila Marco and Anna Stupa. In October this year, 88.98% of the shares of JSC Calcar were sold in four transactions for 70.55 million lei outside the regulated market or the multilateral trading system (MTS). The price paid for each purchased share amounted to 2.58 thousand lei, which is 50 times more than the nominal value (50 lei / piece). The buyer of the shareholding in JSC Calcar - Magistrala-Nord - was established in 2011 in Drochia, it belongs to Ion Railean and Victoria Railean-Turcan. This enterprise is a major player in the market of repair and construction works and other road infrastructure. In 2020, the profit of the enterprise amounted to 55.1 million lei (an increase of 1.9 times), and its sales revenues - 223.6 million lei (an increase of 1.6 times). The company employs over 220 people. The Competition Council asks all stakeholders to comment on how this economic concentration might affect the economic environment. // 13.12.2021 - InfoMarket
