Amcham Moldova proposes specific measures to stimulate and develop a cashless economy in Moldova.

This proposal of the organization is contained in the package of recommendations for the draft Government Action Plan for 2021-2022. Amcham believes that the government should develop and implement a strategy to reduce the turnover of cash in the national economy. It is proposed to organize educational campaigns for the population regarding financial services, create conditions for loyal competition in the market and ensure the transposition of the European directive in the field of payment services in the domestic market. It is also necessary to determine a balanced volume of cash and non-cash transactions, but for this it is necessary to conduct preliminary research, including adequately assess the existing conditions in rural areas and in the agricultural sector and their real possibilities to reduce cash turnover. Amcham also proposes to introduce tax incentives for non-cash transactions / for merchants who accept non-cash payments, and provide the ability to charge cash through POS terminals.
