
AmCham Moldova requests that the decisions of the National Emergency Commission in the field of public health be consulted.
The organization, in particular, asked the Prime Minister, Minister of Economy and Minister of Health for clarification on the rules for vaccinating employees and the concept of regulating the COVID-19-free zones. AmCham also spoke in favor of the preliminary public consultations on the draft decisions of the National Emergency Commission in the Field of Public Health, and all measures, including in the territorial context, should be presented centrally and in a generalized form. “Taking into account the impact of the decisions of the National Emergency Commission in the Field of Public Health on entrepreneurial activity, we consider it expedient to have a preliminary discussion with the business, which is most often the subject of the decisions being made. The opinion of the business environment can contribute to an equitable guarantee of social interests. The period for holding consultations should be at least one day, taking into account the urgency of the measures taken, - noted in AmCham, demanding also to ensure the participation of civil society in the meetings of the National Emergency Commission in the Field of Public Health. “By the decision of the parliament in March of this year, amendments were made to the legislation, according to which representatives of civil society and international organizations should be members of the National Emergency Commission in the Field of Public Health”. AmCham Moldova also demanded that the decisions of territorial commissions be published centrally, since it is problematic for companies that have offices in different regions of the country (for example, gas stations) to keep track of decisions taken at the local level, and as a result, they unintentionally do not comply with some measures. The organization drew attention to the fact that the National Emergency Commission in the Field of Public Health introduced various measures at the national level in stages, through more than 60 decisions, and it is necessary to issue one normative act that would summarize all measures to prevent and control coronavirus infection, so that entrepreneurs can quickly understand which of them remain relevant. AmCham also asked the authorities to more clearly define whether 70% vaccination rates among employees is the norm / obligation that all employers must ensure, or is just an indicative goal that government agencies are striving for.
