
Since July 1, Ukraine has introduced compulsory registration of non-residents moving goods through its territory under customs control.
According to the amendments to the Customs Code of Ukraine, from July 1, non-residents who transport goods under customs control through the territory of Ukraine (import, export or transit) are required to register with the Ukrainian customs authorities. Failure to register will be the basis for refusing customs clearance and crossing the customs border of Ukraine. For registration, foreign carriers can fill out an application directly at the checkpoint when entering or leaving the country, providing a copy of the registration certificate of a legal entity or individual entrepreneur issued by the competent authority of the country of registration. Also, the completed application can be sent in advance by mail to the address of any customs office, providing a copy of the registration certificate issued by the competent authority of the country of registration. In addition, submit the completed application at any customs office in person, through an authorized person or clearance agent, providing a copy of the registration certificate issued by the competent authority of the country of registration. The application can be filled out in Ukrainian or any language of official international communication, but to speed up the processing of information, it is recommended to fill it out in Ukrainian or English. After entering the data from the application into the information system of the customs service of Ukraine, the non-resident will be assigned a temporary registration number within one hour. This temporary registration number will allow the non-resident to carry out all customs formalities and procedures without restrictions. A permanent registration number is assigned to a non-resident within 5 working days. The Customs Service of Ukraine may refuse to assign a temporary registration number if the application does not contain the necessary data or if the non-resident has already registered.
