
Moldovan Parliament passed in the first reading the draft Law on granting loans to agrarians against state guarantees.
The document, which envisages the issuance of emergency loans to agrarians against state guarantees, will help create this spring a mechanism of emergency crediting of grain producers to cover the costs of agricultural works. As noted by the author of the legislative initiative, PAS MP, Chairman of the Commission on Agriculture and Food Industry Alexandr Trubca, the need to develop the bill is due to the fact that at this stage agricultural producers of the grain sector are facing a number of problems caused by both internal factors, such as the drought of previous years, and external factors associated with changes in logistics routes in connection with the military aggression of the Russian Federation against Ukraine. These circumstances have led to lower grain prices on the international market, higher prices for diesel fuel, fertilizers, herbicides, pesticides, as well as higher prices for export logistics. "In these conditions there is a risk of insolvency of agrarians engaged in growing grain, and indirectly there is a risk of partial violation of plans for the process of sowing in the spring of 2024 and, accordingly, under-receipt of the harvest," - said Alexandr Trubca. The bill, prepared by him, provides for a ban on the collection of amounts received by farmers, their creditors to repay previous debts. The Ministry of Agriculture and Food Industry together with the Organization for Entrepreneurship Development will determine the amount, procedure for granting, use and repayment of loans granted to legal entities or peasant (farm) households for the preparation and conduct of agricultural work for grain cultivation in 2024. // 29.03.2024 – InfoMarket
