Next week Romania will hold negotiations with Moldova on a new grain import mechanism based on licenses.

This was announced by the head of the Romanian Ministry of Agriculture, Florin Barbu, noting that the Romanian government approved a similar mechanism the day before for Ukraine, approving a compromise permitting system for the import of certain groups of Ukrainian agricultural products, the purpose of which is to protect Romanian farmers. Earlier, the Romanian Ministry of Agriculture and Rural Development announced that it plans to introduce a mechanism for authorizing grain imports from Moldova and Ukraine. It's about a mechanism for authorizing Romanian economic operators to allow the import of 4 products: wheat, corn, sunflower seeds and rapeseed. The draft resolution stipulates that permission to import agricultural products from Moldova and Ukraine can only be issued to Romanian economic operators operating in the following sectors of the economy: production of oils and fats; production of bakery products; production of ready-made feed for farm animals; livestock farming. The procedure for obtaining authorization will look like this: a company with a head office and work point(s) in Romania, intending to import agricultural products from Moldova and Ukraine, applies to the Ministry of Agriculture, presenting a document confirming the need to replenish stocks, as well as other necessary documents specified in the project. The Agricultural Office, based on the opinion of the Permit Commission, issues an import permit after verification by the Romanian authorities of the information provided by the operators requesting the permit. The commission will include representatives of: the National Agency for Tax Administration; Sanitary and Veterinary Administration and Food Safety Authority; Romanian Customs Administration; Ministry of Agriculture and Rural Development; Ministry of Economy, Entrepreneurship and Tourism; 2 representatives of representative associations from the production/processing and livestock sectors. The economic agent must submit a certificate of conformity of imported products issued by the National Authority for Sanitary-Veterinary Control and Food Safety. The Ministry of Agriculture will issue import permits through the Permits Commission. Based on the import permit issued by the Ministry of Agriculture, the Romanian economic operator enters into an import contract with an economic operator licensed in Moldova or Ukraine for the required quantity of products, and import operations are carried out under the control of the Romanian customs authorities. The quality specified in the initial certificate of conformity will also be checked. // 13.10.2023 — InfoMarket
