Natural gas suppliers in Moldova’s retail market have created strategic natural gas reserves for the 2025-2026 heating season - the National Energy Regulatory Agency (ANRE)
The agency noted that these strategic reserves are provided for in new amendments to the Natural Gas Law. This measure is aimed at mitigating possible sharp price increases and ensuring the safe and reliable functioning of the natural gas market. In accordance with the requirements of the law, suppliers are required to create reserves equivalent to at least 15% of the average annual consumption of end users, calculated over the last five calendar years. In accordance with the ANRE decision “On the obligation to store natural gas for the cold period of 2025,” the volumes of natural gas to be stored until November 1, 2025, were approved at 145 million 374.7 thousand cubic meters (1,534,873.5 MWh), as well as a list of suppliers required to create these reserves. Based on the info provided by suppliers, ANRE notes that storage obligations have been fulfilled at 99.96%. A total of nine natural gas suppliers, as well as the company responsible for gas supply to the Transnistrian region, have fully fulfilled their obligations to create reserves. The company responsible for gas supply to the Transnistrian region reported the creation of reserves of 57 million 102 thousand cubic meters (602,889 MWh). As of November 20, 2025, one natural gas supplier has not fully fulfilled its legal obligations. In this regard, the Agency initiated the relevant procedures in accordance with the law. ANRE reminds that, in accordance with the current legislation in Moldova, there are two types of natural gas reserves: strategic reserves, equivalent to 15% of the average annual consumption of end users, which are used during the cold season; reserve stocks, equivalent to 10 days of consumption during the winter period, totaling 50 million cubic meters, approved by a government decree. Reserve stocks are fully formed and can only be used in the event of an emergency.
