In the three years since the French Development Agency (AFD) began operating in Moldova, the volume of projects implemented has totaled €310 million, two-thirds of which have already been implemented

This was announced by Maxime Lebovics, Director of the AFD Moldova Office, at a meeting with journalists on Wednesday. AFD Moldova began operations in 2022 and is already implementing support projects in three main areas: energy and the transition to green energy, agriculture and water management, and support for forestry and climate resilience. Specifically, in the energy sector, the INSPIREE (Initiative for Sustainable Public Infrastructure Development through Energy Efficiency Renovations) project is being implemented in Moldova in partnership with the German government. The project aims to reconstruct and modernize 30 public buildings (16 universities and 14 district hospitals) to reduce energy consumption and improve the quality of services for citizens. AFD has allocated €30 million for this project. Germany is also participating in the program through the German state-owned development bank KfW. AFD is also financing the Energy Green Transition Program with €25 million to support reforms in the energy sector in the context of the transition to a cleaner, more sustainable economy. The program is accompanied by technical assistance (€5 million from the EU through Expertise France). In addition, AFD has provided the Moldovan government with a €60 million credit line for the development of sustainable energy and transport, which includes support for reforms in the energy sector; strengthening renewable energy sources; improving the sustainability of railway infrastructure; and social mechanisms to support the population in the face of the energy crisis. In addition to programs to support public projects, AFD implements programs in the private sector of Moldova through its division Proparco. In particular, financing was provided to the NGO Microinvest in the amount of €8 million to expand access to finance for small and medium-sized businesses (including agricultural enterprises). In response to journalists' questions, Maxime Lebovics noted that AFD has only recently begun operations in Moldova, but is actively collaborating with government agencies and European partners to support reforms and provide long-term financing for key sectors of the Moldovan economy. AFD (Agence Française de Développement) is a French government development agency that finances sustainable development projects in partner countries. Specifically, it provides preferential loans, grants, and technical assistance; it operates in more than 150 countries; and focuses on energy and energy efficiency, climate, infrastructure, water resources and irrigation, social projects, and institutional reforms.// 17.12.2025 – InfoMarket.
