Maaike Keizer, Deputy Head of the Embassy of the Kingdom of the Netherlands in the Republic of Moldova:
"By diversifying funding sources, Costești demonstrates how local communities take responsibility and attract private capital for the common good. The funds raised will support a modern sewage and wastewater treatment system – a vital investment for public health, environmental protection, and sustainable development. Municipal bonds are a powerful instrument that bring communities closer to investors, enhance transparency, and strengthen trust in public institutions. The example of Costești shows that even rural localities can access the capital market to finance essential infrastructure, setting a precedent that other small or large towns can follow."

Dumitru Budianschi, Chairman of the National Commission for Financial Market:
"We highly appreciate the vision and courage of the Costești Village Hall in accessing the capital market through the launch of its first public bond offering. This initiative is not only a modern and transparent solution for financing local development projects, but also a signal of the maturation of the country’s financial market. Through such instruments, communities can accelerate modernization, transforming localities into comfortable places to live for citizens and attractive environments for local businesses. The National Commission for Financial Market encourages and will continue to support local public authorities in leveraging the potential of the capital market."

Alexandru Sonic, Deputy Chair of the maib Management Board:
"This municipal bond issuance confirms that the capital market in the Republic of Moldova can become a real driver of local development. At maib, we believe in the power of communities to generate change and are honored to contribute with the expertise of our professionals and the necessary financial instruments for the successful implementation of this project. We are delighted for the Costești community, which is taking an important step toward modernization through investments in wastewater and sewage infrastructure. We are confident that the example of Costești will inspire other localities to use the capital market to implement public-interest projects and create better conditions in rural areas."

Victor Țurcan, acting mayor of Costești Village:
"Through the municipal bond issuance, the Costești Village Hall has succeeded in opening a new sustainable financing channel for local infrastructure projects. Investors who choose to support this initiative are guaranteed a safe and transparent investment, with a visible contribution to the modernization of the community. Our immediate objective is the completion of the village’s sewerage system, a vital project for the comfort and health of the residents. The next essential step is the reconstruction of the wastewater treatment plant, which will ensure modern conditions and a cleaner environment for all inhabitants."

Adrian Lupușor, Executive Director of the Independent Analytical Center “Expert-Grup”:
"We have just announced a new promising municipal bond issuance, which currently represents the most attractive financial investment on the Moldovan market, with a competitive interest rate and minimal risk. Since 2020, Expert-Grup, with the support of the Government of the Netherlands, has been promoting municipal bonds, having already completed five successful issuances, and I am confident that today we will mark the sixth issuance. We will continue to work in this direction because municipal bonds have proven to be feasible and timely for local development, are an attractive investment financial instrument, and contribute to the growth of the country’s capital market."

Through this project, maib reaffirms its commitment as an active promoter of modern financial instruments and the development of the capital market, aiming to attract investments and foster a sustainable local economy through responsible and transparent financial solutions.
