In particular, on September 12, the National Agency for Road Transport became the first state body issuing permits in Moldova to receive the international anti-corruption certificate ISO 37001. In order to comply with the requirements of the ISO 37001 standard, the National Agency for Road Transport has been assisted for the last 9 months by the Institute of Standardization of Moldova with the support of the USAID Moldova Institutional and Structural Reforms (MISRA) program. The certificate of compliance with the strict anti-corruption standard ISO 37001 was issued by independent, internationally accredited experts after a thorough audit. The National Agency for Road Transport will periodically confirm compliance with the provisions of the standard to extend the certificate. During the period of implementation of the ISO 37001 anti-corruption standard, about 70 inspectors and heads of the institution were trained and many provisions and protocols were developed that regulate the mechanisms for identifying, assessing and reducing corruption risks. The anti-bribery management system is based on a number of measures and controls, it includes requirements for anti-bribery policies and procedures, commitment and responsibility of management, training and testing of personnel knowledge, periodic assessment of corruption risks, anti-bribery control measures, reporting, monitoring and investigation, etc. The National Agency for Road Transport's Director Vasile Chetrusca noted that the received certificate is evidence of the agency's commitment to the fight against corruption. According to him, the National Agency for Road Transport will continue to ensure transparency and comply with the ISO 37001 anti-corruption standard in its activities. USAID Moldova Senior Program Manager Corneliu Rusnac noted that the support provided to the Agency in implementing the ISO 37001 standard allowed the development of a model for compliance with the anti-corruption standard, which can now be adopted by any public authority. This certificate introduces changes aimed at the processes and relationships of civil servants and citizens. State Secretary of the Ministry of Economic Development and Digitalization Cristina Ceban emphasized that preventing and reducing corruption risks falls under the obligations of the Moldovan government to combat corruption. According to her, the certification of the institution issuing permits is a clear signal to development partners, the private sector and citizens that Moldova is making efforts to manage corruption risks. State Secretary of the Ministry of Infrastructure and Regional Development Mircea Pascaluţa confirmed that the National Agency for Road Transport's anti-corruption standard certification will contribute to the modernization of the transport sector and strengthening the capacity in this sector. He called on all state bodies in the transport sector to follow the National Agency for Road Transport's example. Acting Director of the Institute of Standardization of Moldova Adrian Bunduc emphasized that the implementation of the ISO 37001 standard is part of Moldova's efforts to integrate into the European Union. He noted that the implementation of this standard increases the efficiency of government bodies and strengthens the trust of partners. Alignment with the ISO 37001 anti-corruption standard is aimed at developing management mechanisms that allow identifying and combating possible cases of corruption within government agencies with control functions, which will help reduce the risk of corruption.
