Moldova: The period for registering vehicles on the left bank of the Dniester under neutral license plates will be extended until December 31, 2026.

This is provided for by corresponding amendments to the Law on Registration of Certain Vehicles and some other legislative acts that Parliament passed in the first reading. The draft law was developed by a group of MPs from the Action and Solidarity party faction in order to support residents of the eastern regions of the country who face difficulties caused by the failure to resolve the Transnistrian conflict. Thus, citizens will still be able to use the mechanism for registering vehicles in Transnistria with neutral license plates and will be able to access international traffic. It should be noted that this mechanism does not apply to vehicles used in commercial activities. At the same time, people living in settlements that are not located in uncontrolled territory will not be able to register their vehicles with neutral numbers. In 2018, the Moldovan authorities offered residents of the left bank of the Dniester the opportunity to register their vehicles with neutral license plates for a period of 2 years. The deadline was later extended to September 1, 2022. The new deadline extension is necessary because the provisions of the Convention on Road Traffic stipulate that people can only access international traffic with their own vehicles if they are registered with government agencies. Another advantage of neutral plates is that government agencies can verify through the international legal system that vehicles are not lost or stolen. Drivers can also be identified in traffic and, if involved in a traffic accident, can be held accountable. To date, more than 10 thousand vehicles have been registered at the registration points of transport units opened by the Public Services Agency in Tiraspol and Ribnita.
