Moldova has launched the esanatate.gov.md medical leave certificate portal: starting in March, all sick leave certificates will only be issued in digital format
The Ministry of Health and the e-Governance Agency have officially launched the Medical Leave Certificate Portal, which provides for the issuance, management, and verification of sick leave certificates in digital format. According to the Medicines Agency, sick leave certificates are issued by family doctors and specialists. According to the procedures, patients consult a doctor to open a sick leave certificate, but no longer need to return for a paper document—the certificate is issued, extended, and closed directly on the Medical Leave Certificate Portal, available at esanatate.gov.md. Each doctor must have an electronic signature to access the platform and sign certificates. Once the doctor has registered and signed the sick leave certificate, the information in the system is automatically transmitted to all parties involved. After the certificate is issued, the employee and employer automatically receive a notification in the EVO application about its extension, closure, or cancellation. The document can be viewed or downloaded in the Citizen and Entrepreneur Account on EVO.gov.md in the “Health” section, and is available to administrators and authorized persons. This means that employees no longer need to physically transfer documents, and employers have quick access to the necessary data for internal accounting and benefit calculations. The information is also automatically transferred to the National Social Insurance Office (CNAS). Upon request, the certificate can be printed by a doctor or downloaded from EVO, and it contains a QR code for authenticity verification. The new portal ensures the continuity of previously issued certificates by including an indicator of the previous document, which allows you to keep a complete history of sick leave. The transition to the new platform is carried out without affecting the rights of insured persons and the validity of already issued certificates. Nicoleta Colomeet, Director of the E-Governance Agency, noted that the state sees digitalization as a process in which data is transferred automatically and citizens do not act as intermediaries between institutions. In the near future, it is planned to connect entrepreneurs through the MConnect platform to directly receive data on certificates. She also reported on the growth in the use of digital tools: this year, twice as many medical insurance policies were purchased online through the EVO app compared to last year, while the preferential purchase period has not yet expired. State Secretary of the Ministry of Health Andrei Romancenco emphasized that the launch of the portal is accompanied by information support and technical assistance for medical staff. For patients, this means faster and more predictable access; for doctors, a reduction in administrative burden; for employers, simple and unambiguous verification; and for the state, transparency and accurate data for public policy. According to the Ministry of Health, more than 420,000 sick leave certificates are issued annually in Moldova. Printing them costs more than 1.4 million lei per year, and manual processing takes from 15 minutes to 1 hour per case. The estimated cost of developing the portal is about 1.2 million lei.
