The corresponding draft government resolution was initiated by the Ministry of Health. In particular, changes are proposed to the Catalog of Uniform Tariffs for health services provided for a fee by public health care institutions, as well as for services covered from compulsory health insurance funds provided by public and private health care institutions. The explanatory note to the project notes that a significant part of the tariffs for medical services have not been revised since 2011, since the compilation of the Catalog of Uniform Tariffs. During this time, prices for goods and services increased many times (medicines, consumables, reagents, heat, gas, etc.). The average salary of workers in health care institutions also increased - from 2,573 lei in 2011 to 11,250 lei in 2023, including for doctors, the average salary increased from 3,970 to 17,700 lei. Herewith, consumables, laboratory reagents, and maintenance costs have increased in price (for example, medical cotton wool in 2018-2023 increased in price by 2.2 times - to 66.82 lei, latex gloves - by 39% - to 0.64 lei, etc.). Meanwhile, in recent years, high-performance medical equipment has been purchased from health care institutions, and advanced diagnostic and treatment methods have been introduced. All this determines the need to include tariffs for new medical services and new methods of diagnosis and treatment, as well as updating tariffs for existing services. According to the Ministry of Health, the implementation of the project will require 500 thousand lei. It will be implemented within the limits of compulsory health insurance funds if services are provided under an agreement with the National Medical Insurance Company, and the income received by medical institutions at higher rates will allow medical institutions to return investments and cover incurred expenses. Currently, the Catalog of Uniform Tariffs includes a list and tariffs from more than 4.1 thousand categories of medical services.
