
In Moldova, 2 new categories of energy vulnerability of the population will be introduced: maximum and initial.
This is provided for by a bill proposed by the chairman of the commission on social protection, health and family, PAS faction deputy Dan Perciun. The purpose of the document is to have the most effective impact on vulnerable groups of citizens in the context of providing compensation for paying energy bills. In addition to filling in the categories of vulnerability, the bill proposes to combine two tools to support citizens during the cold season - compensation of accounts and assistance during the cold season - into a single mechanism. The author claims that during the previous cold period, approximately 170,000 families used both payments by filling out two applications in two information systems. Another problem to be solved by applying the proposed provisions is the low impact of the measure on rural residents who are not connected to energy sources for heating. Depending on the condition of the household, they will receive either invoice compensation or a cash payment from the Energy Vulnerability Fund. In addition, in order to get a better idea of the family's income, it is proposed to provide access to the data of banking institutions, credit bureaus and other financial institutions on the financial situation of the family. This measure is mandatory given the significant share of undeclared work in the Moldovan economy. To implement these measures, amendments will be made to the Law on the Energy Vulnerability Reduction Fund and the Law on Social Assistance.
