This is provided for in the draft state social insurance budget for 2023, which is submitted for public consultation (https://bit.ly/3FEPA49). According to the draft law, the revenues and expenditures of the state social insurance budget in 2023 are planned to be approved in the amount of 38 billion 735.6 million lei, which is 14.1% more compared to the approved and subsequently adjusted figures for 2022. The share of budget revenues and expenditures of the state social insurance in 2023 will amount to 12.5% of GDP in both cases against 12.3% in 2022. In the structure of state social insurance budget revenues for 2023, about 55.7% will be total revenues, and transfers from the state budget - 44.3%. It is planned that in 2023 the amount of mandatory contributions to the state social insurance funds will amount to 21 billion 164 million lei, which is 15.2% more than the amount of contributions expected after the clarification of indicators in 2022. Transfers from the national public budget to the state social insurance fund are planned at the level of 17 billion 169.8 million lei, which is 36.8% more than the adjusted figures for 2022. Residents of the IT park are expected to transfer 397.1 million lei to the state social insurance budget, and income from fines, penalties, etc. will amount to 4.6 million lei. The draft expenditure part of the state social insurance budget was drawn up taking into account the provision of an increased monthly allowance for the care of children under 3 years of age (from 370 to 500 lei), enabling insured persons who are on leave to care for a child under 3 years of age to receive a monthly allowance for care for 12 months in the amount of 90% of the calculation base; increase in the one-time allowance for the birth of a child from 10,068 to 10,932 lei, starting from January 1, 2023. Also, when determining budget expenditures, the plan for indexing pensions from April 1 was taken into account: only the part of the pension that does not exceed 11,700 lei is planned to be indexed - the average projected salary in the economy for 2023. At the same time, the indexation coefficient will be determined based on the percentage of growth in own revenues of the state social insurance budget for 2023 compared to 2022 (+ 14.1%). Next year, about 67.1% of all expenditures of the state social insurance budget will be directed to the elderly (67.1%) - 25 billion 963.3 million lei (+30.6% compared to 2022), 11.8% - for persons with disabilities - 4 billion 566.6 million lei (+ 18.8%); 10.5% - for families with children - 4 billion 061.9 million lei (+ 27.3%); 4% - for emergencies - 1 billion 565 million lei (-3.9%); 2.4% - for cases with temporary disability - 947.5 million lei (+4.7%); 1.5% - for social protection of certain categories of the population - 613.5 million lei (-9.4%). Herewith, it is planned to allocate 508.4 million lei for social protection in connection with the loss of a breadwinner (+15.7%); to support certain categories of the population - 152.9 million lei (-31.9%); for the social protection of the unemployed - 49.05 million lei (-37.7%). In the budget of the state social insurance for 2023, 22.3 million lei will be reserved for the support and development of the information system "Social Protection" (600 thousand lei more than in 2022).
