
The Moldovan government has approved a new Urban Planning and Construction Code.
The document was approved by the Cabinet of Ministers on the initiative of the Ministry of Infrastructure and Regional Development and will regulate all areas related to this field - from territory development, authorization and execution of design and construction works to quality control of works. At the same time, the new Urban Planning and Construction Code is intended to solve a number of significant problems related to the legislation in this area and to prevent misinterpretation of legal provisions. Thus, after the adoption of the new Urban Planning and Construction Code, the concept of obtaining construction permits in accordance with the principle of tacit consent, which was the basis for a number of violations in this area, will be abolished. The procedure for issuing a town planning certificate and a building/demolition permit for settlements with a population of up to 3 thousand inhabitants will also be simplified. The simplified procedure will be available to 679 settlements with a population of about 1.5 million people. At the same time, the status, duties and responsibilities of industry specialists will be established, and the State Register of companies in the field of urban planning and construction will be created. In addition, the Code provides for the expansion of the list of construction works that can be performed without a town planning certificate and a construction permit. At the same time, the town-planning certificate and the permit for construction/demolition of objects declared to be of public utility and of national interest will be issued by an institution subordinate to the specialized central body. "The adoption of the new Urban Planning and Construction Code will reduce a number of frequently occurring illegal actions, such as: construction on land plots where ownership rights are not secured, modification of structures by actions that may endanger human life or the environment, drawing up or signing construction projects by people who do not have this right," said Minister of Infrastructure and Regional Development Andrei Spinu. //13.09.2023 - InfoMarket.
