
The Public Property Agency has explained the proposed stages of the transfer of land for the construction of a new building for the US Embassy in Chisinau.
The Public Property Agency informed that a draft government decree had been prepared providing for the transfer of the land plot on which the former Republican Stadium is located. Recall that the draft was approved at a meeting in the State Chancellery on February 17 this year, it is published on the Public Property Agency's website: https://cutt.ly/VD4jYVj. According to the project, Moldova and the United States will sign a memorandum of understanding regarding the acquisition of a land plot for the construction of a new office of the American embassy - a 5.1814-hectare plot located at 12 Tighina Street in Chisinau, which previously housed the Republican Stadium. The memorandum will fix the conditions for cooperation, providing access to the site, determining the cost of the site, the procedure for transferring ownership and other important aspects. The memorandum is planned to be concluded for 1 year with the possibility of extending for 8 months, at the request of the American side, on behalf of Moldova, it will be signed by the head of the Foreign Ministry, Nicu Popescu, and the general director of the Public Property Agency, Eugen Cozonac. To negotiate with the United States on the cost of the land plot, a working group will be created, which will include representatives of ministries and departments. The value of the site will be determined on the basis of a valuation report prepared by a licensed appraiser selected by the Public Property Agency, but the price will not be below market value. If all necessary permits and conditions are met and the US notifies the Moldovan government of its intention to fulfill its obligations to purchase the land, a commission will be created to transfer the land. Ownership of the land and freehold will pass to the United States after registration of the corresponding changes in the Real Estate Registry. The Public Property Agency notes that, according to the draft memorandum, the United States will be able to build access roads along all four boundaries of the site and support two-way traffic from / to the site. The US side will also renovate the former Republican Stadium's historic gate, entrance, and associated space, allowing public access to the area. Part of the US site will reserve part for a public park, designed in collaboration with the government and local designers. Recall that the Republican Stadium was opened in 1952. In 2006, it was closed for reconstruction, which in the end was not carried out, and the stadium was destroyed.
