
The National Agency for Energy Regulation (NAER) revoked Moldovagaz's license to supply natural gas
In particular, the NAER Management Board decided to revoke license series AC No. 001402 dated November 6, 2018, issued to Moldovagaz for the supply of natural gas. The revocation of Moldovagaz's public service obligations was also approved. According to NAER, this decision concludes the Moldovan authorities' long-standing efforts to ensure the separation and independence of natural gas transmission infrastructure. In its latest official statement on the matter, issued in July, Moldovagaz informed NAER that it was unable to complete the unbundling in accordance with Article 28 of the Natural Gas Law, citing the lack of consensus among the majority shareholders and the fact that this issue was beyond the competence of the company's management. In the same letter, Moldovagaz expressed its willingness to cooperate with the new supplier entrusted with public service obligations (Energocom) and announced its readiness to ensure all organizational, logistical, and operational measures necessary to ensure uninterrupted natural gas supplies to end users. Today's NAER decision also established the legal circumstances related to the entry into force of Resolution No. 248/2025 on the introduction of public service obligations, under which Energocom was required to ensure the supply of natural gas to certain categories of end users at established quality parameters, at regulated, transparent, non-discriminatory, and easily comparable prices, as well as the supply of gas in emergencies instead of Moldovagaz. At the same time, considering that the procedure for terminating Moldovagaz's activities and, accordingly, the transition of approximately 800,000 consumers to Energocom represents a unique challenge of this kind for all parties involved in the process, the agency decided that the actual date of the change of supplier should be September 1. In this regard, NAER has obliged Moldovagaz and Energocom to take all organizational measures necessary to ensure the effective fulfillment of public service obligations established by Article 89 of the Natural Gas Law by the end of this month, so that from September 1, natural gas supplies to end consumers switching to Energocom are not affected in any way. In addition, in accordance with the latest amendments to the Natural Gas Law, by September 1, at the proposal of the Ministry of Energy, NAER must determine the company that will continue to be responsible for gas supply to the Transnistrian region. In conclusion, NAER notes that, given the complexity of the process of approving regulated prices for Energocom, which involves a number of stages, including the approval of base costs, the calculation basis for fixed assets and intangible assets, in accordance with the transparency procedures for decision-making, Energocom will apply the current prices of Moldovagaz for the first period of operation. // 04.08.2025 — InfoMarket
