
The Ministry of Energy is holding a public debate on the draft of the new Electricity Law, which is intended to facilitate the implementation of the IV EU Energy Package
As reported by the Ministry, in particular, after the first round of public consultations on the draft of the new version of the Electricity Law, the Ministry of Energy held a public debate session, during which the draft law developed by the Ministry of Energy with the support of the USAID Moldova Energy Security of Moldova (MESA) project and the EU High Advisory Mission was discussed, with the aim of ensuring the implementation of the EU Package on the integration of the electricity market. The event brought together representatives of institutions, enterprises in the energy sector, civil society and business associations. Representatives of the Energy Community Secretariat, who contributed to the final version of this law, also took part in the discussions. The new version of the law is intended to implement the V EU Energy Package, also known as the Electricity Integration Package, which is part of the Clean Energy Package and is mandatory for Moldova to implement as a party to the Energy Community Treaty. The package contains another 9 European regulations to be transposed into national law, including a directive and 8 EU regulations. "We have been working on the documents for 2 years, and today, after the first round of public consultations, we are publicly presenting the draft, taking into account the proposals of stakeholders. We have the opportunity and, at the same time, the responsibility to create a competitive and transparent environment that supports the sustainable development of the sector and protects the interests of consumers," said State Secretary of the Ministry of Energy Constantin Borosan. According to him, the draft law contains a number of new provisions that, according to the authors of the document, will contribute to the development of the national energy infrastructure and stimulate a competitive electricity market. Stimulating innovation and new business models is an important element of the draft law and includes new activities - energy storage, electricity trading and aggregation. Another initiative concerns the activity of delivering electricity through specially created vehicle charging points. It is planned that such activities as electricity storage will play an important role in smoothing out the imbalance resulting from the integration of renewable/intermittent energy sources. This will increase the stability and efficiency of the entire power system. According to the Ministry of Energy, the development of the electricity market by creating new business opportunities and more active cross-border trade to ensure progress in efficiency, competitive prices and improved quality of services, as well as to promote security of supply and sustainable development, is another important priority of the draft law, which aims to more clearly regulate the activities of system operators and other market participants. Another important initiative concerns the empowerment of end consumers in the electricity market. End consumers should be able to consume, store and sell their own electricity on the market and participate in the electricity market, ensuring the flexibility of the system. The draft law also provides for broad cooperation between the operators of transport systems of the region, within the Energy Community and the European Union. This will facilitate the integration of the Moldovan electricity market into regional ones and will increase the security and reliability of the energy system. The Ministry of Energy calls on all energy sector actors and civil society to actively participate in the repeated public consultations on the new version of the draft law on electricity.
