
The Ministers Cabinet has agreed on measures to prevent and mitigate the consequences of the energy crisis and prepare for the 2022-2023 heating season.
Deputy Prime Minister, Minister of Infrastructure and Regional Development Andrei Spinu said, among other things, the necessary actions have been approved by the governmental commission for coordination of measures to prevent and mitigate the consequences of the energy crisis in case of gas supply cuts and preparations for the heating season 2022-2023. Thus, the “Railways of Moldova” would ensure the transportation of fuel oil purchased by Termoelectrica and the Material Reserves Agency as priority, by ensuring the necessary number of tanks and locomotives for fuel transportation within the set time (daily from 1 October). At the same time, the Customs Service and the Interior Ministry will ensure the exclusion of customs control and/or simplified customs procedures for the transportation of fuel oil and coal by rail on the Basarabeasca-Etulia-Reni - Giurgiulesti route due to the closure of the Cahul-Giurgiulesti train traffic. They will also provide information on the progress of negotiations with the Ukrainian side on the transit of trains with departure and destination from/to Moldova through Reni station, without customs control. Meanwhile, the Customs Service and the Finance Ministry will inform the governmental commission about the progress in ensuring the regulation of natural gas transportation services in the backhaul mode (virtual reverse). By September 15, Moldelectrica, Premier Energy Distribution and RED-Nord will elaborate and present to the governmental commission an analytical note (medium and pessimistic scenarios), in which they will examine the sustainability of power transmission and distribution networks in case natural gas supplies stop and electricity demand increases considerably, due to use of electricity for heating by final consumers. Meanwhile, the Technical Supervision Agency, along with the Inspectorate General of Emergencies, will carry out preventive measures and training of responsible persons and personnel involved in the operation of thermal and alternative systems in public institutions, especially in the education sector to prepare for the 2022-2023 heating season. The Inspectorate General for Emergencies will ensure an information campaign on the operation of furnaces and boilers, including through videos. The Environment Ministry will submit to the Government Commission a policy brief on the purchase of wood from Romania, which will include the measures to be taken and estimates of the necessary expenses. The Energy Efficiency Agency will submit to the Government Commission by September 20 a policy brief on the possibility of operating heating boilers in public institutions based on biofuel and proposed solutions for providing them with alternative fuel during the heating season. The Energy Efficiency Agency will submit the Energy Efficiency Guidelines for Public Institutions to the Government Commission by September 15. At the same time, the State Chancellery and the Public Property Agency will present to the Government Commission by September 15 the list of persons responsible at each institution level for rational energy consumption and implementation of the measures of the Model Plan for Energy Efficiency in Public Buildings. // 09.09.2022 – InfoMarket
