This was stated by representatives of the Horus company at a press conference on Wednesday, noting that the repair work at the country's main cogeneration plant is proceeding according to the action plan and specification. All actions are carried out under strict control by Termoelectrica representatives, and the technical process is specific, providing for a documentary assessment of any action. Mihail Pasecinic, Technical Director of Horus, who directly leads the team of engineers and technicians performing practical work, spoke in detail about the work of his team. Horus Development Director Mihai Godea referred to attempts to block the work process. The action could be part of a larger plan to bankrupt state-owned Termoelectrica, he said. He noted that if turbine No. 3 is not put into operation before October 1, as the work schedule provides, some residents of Chisinau will be left without heat, and the tariff may increase 3-4 times. “If someone wants to bankrupt the largest cogeneration plant in the country, accept this fact, and Horus cannot be part of such a dangerous game. We are ready to withdraw our entire team from Termoelectrica, but someone has to take full responsibility,” Mihai Godea specified. As noted, in the absence of turbine and generator No. 3, Termoelectrica, which provides up to 20% of electricity for Moldova, will no longer be able to produce electricity, respectively, the required amount will have to be purchased from other sources at a higher price. Mihai Godea criticized the fakes and manipulations spread about Horus by its competitors. He noted that Horus is a Moldovan company that has almost 30 years of history with partnerships with the largest companies in the world. Against the backdrop of manipulation and falsification in the public space, the development director of Horus asked decision makers to start a professional discussion of issues in the country's energy system. In turn, the head of the legal department of Horus, Alesea Gotinjanu, presented the necessary legal explanations for the compliance of the current contract with the law. She explained steps taken to participate in the tender organized by Termoelectrica, its cancellation and the selection of the winner as a result of direct negotiations. “Horus received a minimum list of non-compliances from Termoelectrica in the case of a tender announced in May, which is much lower than competitors registered at the auction. After the cancellation of the auction on June 22, we received an offer to participate with a proposal for direct negotiations, the inconsistencies were eliminated, and accordingly, we were declared the winners,” said Alesea Gotinjanu. She also emphasized that the current contract is valid, and Horus is obliged to comply with it, performing work in accordance with the schedule. “Give us the opportunity to work now, so that we all do not freeze in winter,” Mihail Pasecinic, head of the technical group, concluded. As previously reported, the Horus Energy holding was founded in 1993 and is part of the Prominvest Development international holding. Horus Energy implements turnkey projects in the field of large energy and is a regional representative of the Russian concern Power Machines in the CIS and Romania, has exclusive rights to a number of projects. Horus Energy is the main contractor for thermal power projects financed by the EBRD and the World Bank in Moldova. It should be noted that earlier the consortium of LLC Horus - JSC Power Machines won a tender in Moldova for the modernization of power unit N2 and the overhaul of power unit N3 at Termoelectrica's Thermal power plant-1 within the framework of the World Bank-funded SACET 2 project (Improving the Efficiency of the Centralized Thermal Energy in Chisinau”), but the country’s authorities terminated the contract due to image risks for Moldova. Prime Minister Natalia Gavrilita and Deputy Prime Minister, Minister of Infrastructure and Regional Development Andrei Spinu said at the time that the political decision had been made due to the country's risk of falling under secondary sanctions, since the Russian company Power Machines was on the list of companies under Western sanctions. At the beginning of May this year Termoelectrica has announced a new tender for the overhaul of some of its equipment. Only a small part of the initial work was included in the new tender. The Horus group of companies stated that in the event of termination of the contract with it for the modernization of Termoelectrica power units, it would require reimbursement of the costs incurred and lost profits through the court.
