Moldova's visa system will be adapted to EU standards, digitized, and modernized
The Ministry of Foreign Affairs has initiated draft amendments to the Visa Regulations, providing for the creation of a National Visa Information System, which will replace the current State Visa Information System and integrate all stages of the visa application process—from application submission and biometric data storage to interagency information exchange. Consular procedures will also be digitalized, and visa stickers will be cryptographically protected. Consular services will upgrade their equipment for collecting biometric and other data, which will speed up application processing, increase the transparency of procedures, and strengthen the protection of personal data. The modernization of the digital infrastructure will be financed from the state budget and European technical assistance. Part of the costs will also be covered by a gradual increase in the visa consular fee to €90, the level in effect in EU countries. The project also envisages the introduction of a visa for "digital nomads" and separate visa categories for participants in school exchanges, au pair programs, volunteers, long-term medical treatment, and family reunification. A "cascade" system of multiple-entry visas will be used for issuing visas: foreigners who have used previously issued visas in good faith will be able to receive permits valid for 1, 2, and then 5 years. Additional controls may be introduced for student visas: documents regarding the enrollment of foreign citizens will be coordinated with the Ministry of Education and Research, preventing the use of fictitious invitations.
