Moldova has completed the vacating phase of the former Republican Stadium site, which will be sold to the United States for €18 million for the construction of a new US Embassy building
Prime Minister Alexandru Munteanu announced this, noting that a new U.S. Embassy building will be constructed on the site of the former Republican Stadium in Chisinau, and a public park will be created while preserving the stadium’s iconic gates. The head of government also highlighted the positive changes that followed the construction of new U.S. Embassy buildings in Kyiv and Bucharest. Alexandru Munteanu emphasized that this is a very important project for the strategic partnership between Moldova and the U.S. “I believe that this will also lead to the excellent development of this historic district in Chisinau, while preserving its historical character and the iconic gates of the former stadium,” Alexandru Munteanu stated. He noted that through these actions, the state has fulfilled the obligations it undertook at this stage. For the residents of Chisinau, this process means clarifying the situation regarding a territory that has been in a state of limbo for years, and establishing a new urban function for an important space downtown Chisinau. The American side has been waiting for this project for over 9 years, and now it must confirm the exercise of the purchase option and pay 18 million euros for the transfer of land ownership to the U.S. Government. Following this confirmation, the Moldovan Government will issue a deed of transfer of ownership and ensure the registration of the right in the Real Estate Register. These steps will allow the U.S. side to begin the development of the territory. The Public Property Agency oversaw the process of expropriating all private property located on the land and having legal title. The procedure involved 16 real estate properties belonging to 10 right holders. The properties were identified based on the Real Estate Register and documents submitted by the owners. The total amount currently established for compensation for the expropriated property is 96 million 469 thousand 722 lei (approx. 4.94 million euros). This amount applies exclusively to legally recognized buildings, structures, and other private property located on state-owned land. The funds were deposited into a special account in favor of the persons from whom the properties were expropriated. Payments are made in accordance with the law based on applications submitted by the rights holders. To cover these expenses, the U.S. side has already transferred an initial payment of 3.2 million euros in accordance with Article 1, paragraph (1) of the intergovernmental agreement. The difference between the amount initially allocated and the established and credited amount of compensation was requested from the U.S. side through the submission of supporting documents. This amount must be transferred to the Moldovan side within the limits of the reimbursement of expenses of up to 7.5 million euros, as provided for in Article 3, paragraph (2) of the intergovernmental agreement. The Public Property Agency notes that the state compensates only for legally existing assets that are documented and registered in accordance with the law. Unauthorized structures, unregistered assets, or claims without legal basis cannot be paid for with public funds. This rule protects the public interest and ensures fair treatment of all interested parties. The right of persons subject to expropriation to challenge the amount of compensation is guaranteed. Any potential legal proceedings are handled in accordance with the law. At the same time, the process of considering public interests may continue.
