As noted in the statement of the press secretary-coordinator of the EU for foreign and security policy Peter Stano, in particular, the Moldovan parliament voted on December 3 on a number of legislative proposals, including those on limiting the powers of the president, which were introduced hastily and non-transparently. Voting took place without following the necessary parliamentary procedures. In addition, it was supported by individuals involved in corruption and banking fraud in 2014. This also carries the risk that legislation may serve vested interests. As noted, these legislative proposals were submitted just two weeks after the election of a new president by the Moldovan people. The EU emphasizes that the elections were held with the expectation that the future president would be able to perform her functions in accordance with the Constitution, according to which she was elected. Therefore, it is important that any changes to these presidential functions and powers are followed by the necessary legislatively enshrined procedures, including democratic control. According to Peter Stano's statement, the EU expects all decision-makers in Moldova, an EU-associated state, to respect the rule of law and guarantee democracy in accordance with the expectations of the population and the basic principles of the ambitious Association Agreement between the EU and Moldova.
