The European Investment Bank will provide Moldova with a 40 million euros loan to modernize schools under a project with a total cost of 51.5 million euros

Specifically, this is provided for by a financing agreement between Moldova and the European Investment Bank for the “Rehabilitation and Modernization of Schools in Moldova” project, which was signed on June 17, 2026, and has now been approved for ratification by the Cabinet. The investment program, with a total value of 51.5 million euros, will receive a 3.5 million euros grant from the European Union, allocated through the Neighbourhood Investment Platform, as well as an 8 million euros contribution from Moldova, supported under the Growth Plan for Moldova. The project will help improve learning conditions for approximately 40,000 students at 20 model schools in Moldova. These investments will enhance the energy efficiency of school buildings, improve accessibility and safety standards, and support the reforms Moldova has committed to as part of its EU accession process. With financial support in the form of a 40-million-euro loan provided by EIB Global, the program will leverage up to 51.5 million euros in investments for the repair, reconstruction, and modernization of 20 schools across the country, helping to improve classroom conditions, educational opportunities, and the learning environment for approximately 40,000 students. This investment is expected to be the European Investment Bank’s first initiative in Moldova to receive co-financing under the European Union’s Growth Plan for Moldova. This initiative will support Moldova’s efforts to modernize its educational infrastructure in line with European standards. Many of the schools included in the program will undergo extensive modernization—from insulating buildings and upgrading heating systems to renovating classrooms, improving accessibility, and creating safer learning environments—all as part of Moldova’s broader efforts to bring its educational infrastructure into line with European Union standards. Minister of Education and Research Dan Perciun stated that this project is not merely about renovating school buildings. It is about creating the necessary conditions for students and teachers to fully realize their potential—modern classrooms, higher-quality equipment, and schools of which young people can be truly proud. These investments will help strengthen communities throughout Moldova and keep education at the heart of local life. The project involves the comprehensive modernization of school buildings, heating and ventilation systems, lighting, fire safety systems, and accessibility features, as well as the renovation and modernization of classrooms and equipment. A significant portion of the investment will be directed toward achieving climate action goals through improved energy efficiency, thermal insulation measures, and the implementation of renewable energy solutions. The modernized infrastructure is expected to reduce energy consumption and greenhouse gas emissions. The overall investment program includes a €40 million EIB loan and an €8 million contribution from Moldova.
