
In Moldova, they will legalize the electronic Compulsory Motor Third Party Liability Insurance policy and increase the amount of fines for driving a car without third-party liability insurance by 10 times.
The deputies of the Action and Solidarity party came up with such a legislative initiative. As deputy Dumitru Alaiba noted, the draft law registered in parliament will allow buying Compulsory Motor Third Party Liability Insurance online, directly from the insurer. As expected, this will allow, among other things, to reduce the cost of the service, since today 30-40% of the cost of auto insurance remains with insurance intermediaries. This project is in line with the digitization project for citizen services, which will increase citizens' access to services, improve the quality and reduce the cost of services. The draft law provides for amendments to the Law on Compulsory Motor Third Party Liability Insurance for Damage Caused by a Vehicle. Thus, compulsory motor insurance services can be purchased by concluding an appropriate agreement not only on paper, but also through an electronic document signed by the parties with a regular or electronic enhanced qualified signature, as well as online, by electronic means. If the Compulsory Motor Third Party Liability Insurance agreement is concluded online, and the client has not signed the document with an electronic signature, the beginning of the agreement will be considered the moment the insurance premium is paid.
