The Parliament of Moldova approved in the first reading the draft Law on Compulsory Health Insurance Funds for 2022.

According to the bill, the income and expenses of the Compulsory Health Insurance Funds in 2022 will amount to 12 billion 287 million 601 thousand lei. At the same time, in comparison with the previous year, the income of the Compulsory Health Insurance Funds will increase by 10.3% (+1 billion 143.5 million lei), and expenses - by 8.3% (+943.5 million lei). The compulsory medical insurance policy will not rise in price. In 2022, the amount of compulsory health insurance contributions will remain both in the form of a 9% contribution and in the form of a fixed amount of 4056 lei, that is, at the level of the current year. Compulsory health insurance contributions in the form of a percentage of salaries and other payments will amount to 5.9 billion lei and will increase by 919.4 million lei, compared to those approved in 2021. Herewith, for transfers from the state budget to compulsory medical insurance funds to insure categories of the unemployed are envisaged 5 billion 921.1 million lei, which is 227.7 million lei more than the level approved for 2021. The share of Compulsory Health Insurance Funds revenues in the country's GDP will be 4.8%. In the structure of revenues, own funds of state medical insurance will amount to 50.6% (6 billion 215 million 671 thousand lei), and transfers from the state budget - 49.4% (6 billion 071 million 930 thousand lei). For transfers from the state budget for the implementation of national health programs to provide diabetic patients with antidiabetic drugs, such as oral, human insulin and insulin analogs, 150 million 648.1 thousand lei are provided. When assessing the expenditures of the Compulsory Health Insurance Funds budget for 2022, the current legislation and priorities in the provision of medical services needed by the population and related to the capabilities of the health care system were taken into account. Thus, it is expected that additional allocations in the amount of 943 million 503.7 thousand lei will cover the following expenses: increase in the salaries of the administrative staff of state medical and sanitary institutions included in the compulsory health insurance system, from 01.11.2021; providing compensation for certain types of medical devices, home care and palliative care; covering the costs of hospital services provided to patients with COVID-19, measures to prevent the risks of disease; covering costs strictly necessary to ensure the proper functioning of health care providers to provide timely and high-quality health care to the population, etc. It is planned to accumulate and use 12 billion 097 million 758.4 thousand lei in the main fund, which is 8.2% more than the level approved for 2021. The reserve fund of compulsory health insurance for 2022 provides 10 million lei to cover additional costs associated with illness and urgent actions, as well as to compensate for the difference between the actual costs associated with payments for current medical services. In 2022, the fund for preventive measures will amount to 50 million lei, which is 5 million lei more than in 2021.
