
The Cabinet of Ministers approved and sent to parliament the draft Law on Compulsory Health Insurance Funds for 2021.
According to the project, the revenues of the Compulsory Health Insurance funds in 2021 are planned at 11 billion 144 million 097.3 thousand lei, expenses - 11 billion 344 million 097.3 thousand lei. Compared to the approved indicators for 2020, the income part of the compulsory medical insurance funds will grow next year by 32.9%, the expenditure side - by 35.3%. The deficit of the Compulsory Health Insurance funds will amount to 200 million lei, it will be covered from the balance formed at the end of 2020. It is envisaged that about half of the revenues of the budget of the Compulsory Health Insurance funds will be transfers from the state budget (5 billion 835 million 039.6 thousand lei). The cost of a medical policy in a fixed amount in 2021 will remain at the current level and amount to 4056 lei (the cost of the policy has not changed since 2014). Next year, as expected, about 140 thousand lei will be transferred to the Compulsory Health Insurance budget from the payment of the medical insurance policy in a fixed amount. The compulsory health insurance contribution, calculated as a percentage of wages and other payments, will also remain at the level of 9% (from 2021 this contribution is withheld from the employee): next year these receipts will amount to about 5 billion 065 million 400 thousand lei. Next year, the biggest part of the resources of the Compulsory Health Insurance Fund - about 98.6% - will be directed to cover current medical services (basic fund) and the implementation of the Public Health and Medical Services program and its 10 subprograms. Compared to 2020, expenses for these purposes will grow by 35.9%. Next year, 5.84 billion lei will be allocated for hospital care, 1.07 billion lei - for pre-hospital ambulance, 2.92 billion lei - for primary health care, including 0.67 billion lei - for the provision of compensated drugs, 0.24 billion lei - for the provision of high-tech medical services, etc. The rest of the funds will be allocated for the formation of a fund for preventive measures (45 million lei), the fund for the development and modernization of providers of medical services (15 million lei), the reserve fund for compulsory medical insurance (10 million lei), and the fund for administration of the compulsory medical insurance system (92.7 million lei).// 01.12.2020 — InfoMarket.
