Victoria Belous, who took the oath of office as Minister of Finance in the Vasile Tofan government, stated that she is returning to the ministry with confidence in the team's professionalism and the conviction that together they will continue to implement the necessary reforms to modernize the public finance system and support Moldova's European path. Victoria Belous holds a law degree and a Master's degree in Public Administration. Her professional career has been tied to the tax system: since 2007, she worked at the Main State Tax Inspectorate, where she rose through the ranks from tax inspector to head of the legal support and litigation departments. From 2017 to 2020, she headed the legal department of the State Tax Inspectorate (STI), and from 2021 to 2022, she headed the legal department of the STI. She headed the Main Anti-Fraud Directorate and later served as Deputy Director of the State Tax Service. In August 2024, Victoria Belous was appointed Minister of Finance, and after the parliamentary elections in the fall of 2025, she became a member of parliament. According to her income and personal interests declaration, in 2025, Victoria Belous declared an income of over 820,000 lei. The largest portion of this income came from payments from the Ministry of Finance: 464,970 lei came from her salary and compensation for unused vacation, and another 54,800 lei in per diems. After receiving her parliamentary mandate, Victoria Belous received 27,800 lei in salary and 48,200 lei in parliamentary benefits. She also declared: income in the amount of 151.5 thousand lei in the form of royalties for publications in the Monitorul Fiscal FISC.md newspaper, reimbursement of travel expenses from UNDP (41.9 thousand lei), a one-time child care allowance (about 12 thousand lei), an advance payment under a preliminary contract (7 thousand lei), the remainder of vacation pay from the State Tax Service (6.1 thousand lei) and 920 euros in daily allowance from the Black Sea Trade and Development Bank. The income of Victoria Belous's husband includes income from real estate rental, preliminary contracts, social payments and interest on a bank deposit - a total of about 675 thousand lei. The Belous family owns four plots of land, a commercial space of 258 square meters, a residential building under construction (2.1 million lei), and a mixed-use building of 767 square meters, commissioned in 2025 (7.2 million lei). The family also owns two cars: a 2017 Kia Carnival worth 20 thousand euros and a 2018 Peugeot worth 200 thousand lei, purchased in 2023 and 2024. At the same time, Victoria Belous and her husband declared loan obligations at the end of 2025 totaling about 4.8 million lei, including a mortgage loan of 4 million lei, taken out in 2025 with a repayment period until 2042, as well as three interest-free loans of 215 thousand, 300 thousand and 250 thousand lei, taken out from one legal entity and two individuals.
