More than 43% of public service providers in Moldova have fully transitioned to a digital format, resulting in savings of more than 853 million lei in 2025
According to the e-Governance Agency, 26 of Moldova’s 60 government agencies that provide public services already offer them entirely in digital format; accordingly, the share of organizations that have fully transitioned to online services has exceeded 43%. At the same time, 14 government agencies have digitized more than half of their services, with some exceeding 80% in this regard, and the digital transformation process continues. It is noted that all digital services are accessible through the EVO portal and mobile app, which serves as the single official platform for citizens and businesses to access government services. The portal provides information on the degree of digitization for each service provider, a list of available services, how to access them, and the agencies’ contact information. According to the agency, EVO currently provides information on 629 government services, 426 of which are available online—with or without an electronic signature. This accounts for 67.7% of the total number of public services. The portal can also be used to submit requests and inquiries for access to information from government agencies. The digitization process is also extending to the local level. A separate section has been created on the platform for local public administration bodies, where municipalities are already offering six digital services related to the issuance of permits and certificates. According to estimates conducted as part of the digital transformation monitoring, the use of electronic government services in 2025 alone resulted in savings of over 853 million lei by reducing the time required to receive and provide services. The e-Governance Agency noted that the development of the EVO platform is accompanied by integration with government digital services, including electronic identification (MPass), electronic signature (MSign), electronic payments (MPay), data exchange (MConnect), electronic notifications (MNotify), digital document delivery (MDelivery), and an electronic document management system (MDocs).
