
A national tobacco product traceability system will be established in Moldova
The government has approved a resolution on the establishment and organization of a national traceability system for tobacco products manufactured in Moldova and the appointment of a national authority responsible for this. The document contains technical regulations establishing standards for the creation and operation of a national traceability system for tobacco products manufactured or imported into Moldova. According to the resolution, identification marks will be affixed to all unit packets, all cartridges, and any outer packaging of tobacco products, cardboard boxes, and pallets. These markings will be stored in a database, scanned throughout the supply chain, and must contain the following information: date, place of manufacture, equipment used in the production of tobacco products, destination, detailed product description, intended retail market, etc. The system will be managed by the Customs Service, and the labeling will be generated and issued by the Center of Information Technology in Finance (CTIF). The Ministry of Finance will be responsible for data storage. For the traceability system to work, CTIF will roll out two information systems: SIA Data Repository for collecting and managing data, and SIA Marking Issuer for issuing unique product identification codes. The decree will come into force in March 2026, and unmarked products manufactured or imported before March 21, 2026, will be allowed to remain in circulation until December 31, 2027. This initiative is expected to bring Moldova closer to European standards and strengthen control over the tobacco market.
