
In Moldova, the regulatory framework regulating the sphere of urban planning, land development and construction has been improved
This is provided for by legislative amendments adopted by parliament in the second reading aimed at more effective application of urban planning rules. Through amendments to the Law on the Fundamentals of Urban Planning and Territorial Development, the Law on Permitting Construction Work and the Urban Planning and Construction Code, it is proposed to regulate the procedure for issuing permits in the absence of urban planning and other documentation for the development of land plots in areas outside the populated area. Thus, the applicant, based on the decision of the local council, will prepare a detailed urban development plan, which will serve as the basis for issuing an urban planning certificate for the design of construction work on the outskirts of the city. The document also proposes to finalize the Law on the regulation of business activities through permission. New types of permits will also be introduced: a town planning certificate for the design of public works of national importance; construction/demolition permit for public works of national importance; urban planning certificate for the design of structures at military or secret facilities and diplomatic missions of foreign states in Moldova; permits for the construction/demolition of structures at military or secret facilities and diplomatic missions of foreign states in the Republic of Moldova. Other changes are aimed at eliminating gaps and ambiguities in the current regulatory framework to ensure a clearer and more effective application of urban planning rules before all provisions of the Urban Planning and Construction Code enter into force on January 30, 2025, which will become the main document regulating this area. // 25.07.2024 — InfoMarket.
