The government approved the National Development Plan for 2024-2026, the total cost of its implementation is estimated at 58.6 billion lei.

The plan includes more than 100 investment projects and reform measures. The document was developed by the State Chancellery to plan government activities for the medium term in accordance with the National Development Strategy “European Moldova 2030”, the government program “Prosperous, Secure, European Moldova” and international obligations. National Development Plan for 2024-2026 includes a set of reforms, the implementation of which will contribute to the achievement of goals affecting all areas of government activity, in the context of Moldova’s implementation of the criteria for accession to the European Union and will contribute to the achievement of 4 priorities established in the National Plan “Building a European Moldova”: ensuring peace and security; economic development and job creation; modernizing infrastructure and improving living conditions in our communities; justice reform. In the medium term, the government's mission will be to modernize Moldova's settlements, guaranteeing the security of every citizen, increasing incomes and creating well-paid jobs, and in the long term, the main goal is the country's accession to the European Union by 2030. Descriptive part of the National Development Plan for 2024-2026 is built on the basis of 10 broad goals set in the National Development Strategy: increasing income from sustainable sources and mitigating inequality; improvement of living conditions; guaranteeing relevant and quality education for all throughout life; increasing the level of culture and personal development; improving the physical and mental health of the population through the active contribution of a modern and effective health care system that meets the needs of each person; creating a strong and inclusive social protection system; ensuring effective, inclusive and transparent governance; building a fair, incorruptible and independent justice system; promoting the construction of a peaceful and safe society; ensuring a healthy and safe environment. The narrative of the Plan contains a description of the medium-term priority areas for intervention and the projected evolution of the impact indicators set for each overall goal, as well as a summary of the priority reform actions and the logic of interventions that the government will implement over the next 3 years. According to the National Development Plan for 2024-2026, 155 development projects will be implemented in Moldova to modernize the country's settlements, and 190 settlements will be connected to the water supply system. Roads, bridges and rail transport will also be upgraded, and the country's electricity system will be strengthened through the construction of about 200 km of power lines. The activities included in the document also concern improving energy efficiency in the public and residential sectors and modernizing the centralized heating system in the municipalities of Chisinau and Balti. At the same time, it is planned to install 80 irrigation systems on at least 3,500 hectares of farmland and implement 3 waste management projects in the Calarasi, Ungheni and Nisporeni districts. Other priorities include strengthening security, defense policy and reform of the judicial sector - by 2026, about 170 judges and 230 prosecutors will be externally certified. Herewith, to create high-paid jobs, the plan provides for the introduction of comprehensive programs to support entrepreneurship and expand access to financing. As a result, more than 1,000 economic agents will be supported annually, and the state will invest about 3.5 billion lei in supporting entrepreneurs. Total costs for the implementation of the National Development Plan for 2024-2026 is estimated at approximately 58 billion 631.52 million lei. The costs covered within the Budget Forecast for the medium term amount to about 44 billion 262.49 million lei (75%), and the uncovered costs amount to about 14 billion 369.04 million lei (25%). For 2024, the cost of investment projects and reform measures is about 16 billion 074.94 million lei, including 12 billion 319.25 million lei for measures with financial coverage (77%) and 3 billion 755.68 million lei for those measures that are not covered by finances (23%). The amounts not covered by finances relate, in particular, to activities that mainly consist of large investment projects (construction of roads, hospitals, increasing the country's energy sustainability and energy efficiency, improving national security, etc.) and must be financed with the help of external partners.
