
The Moldovan Customs Service has established new transit routes to distribute the volume of trucks and reduce queues at the most demanded points.
As noted in its report, in particular, the Customs Service issued administrative acts in order to establish measures to manage the flow of vehicles, including the establishment of transit routes, in accordance with 14 p. of the Order of the Commission for Emergency Situations of June 14, 2022. The actions are conditioned by the need to establish measures to manage the flow of vehicles, including the establishment of transit routes, taking into account the infrastructure of customs posts, access roads structured into two lanes, including the reconstruction and expansion of the work of the customs post Sculeni in Moldova and the customs post Sculeni in Romania, taking into account the operational blockages and the need to take urgent measures to relieve the border customs posts. In order to unload the border customs posts, starting from November 1, it is prohibited for vehicles without cargo, involved in international transportation, including trailers, semi-trailers, tanks, containers, except for vehicles of thermos/refrigerator type without cargo, to leave the Giurgiulesti customs post. For the transportation of wheat, corn, sunflower seeds, except for those packaged for retail sale, during international transit, the following transit route through the territory of Moldova shall be established in the period from November 1 to November 30: from the customs post Criva 1 to the customs post Costesti; from the customs posts Tudora and the customs post Giurgiulesti 2 to the customs post Giurgiulesti 1. In case of overloading the customs posts open for international traffic on the Moldovan-Romanian section, the head of the respective customs post or, in his absence, the duty officer on duty shall inform the border customs posts through the message system of the ASYCUDA WORLD Customs Service Information System about the temporary suspension of the opening of international transit operations (T1 procedure, TIR procedure) to the respective post. After this message, customs posts inform customs brokers/carriers about the necessity to choose another route, except for congested customs posts, and in case of customs transit declarations or opening the TIR book, they will choose another customs post of destination. Thus, in case the vehicle is presented at another customs post of destination other than the Customs post indicated in the T1 Customs transit declaration/TIR book, except for certain incidents during the transit procedure, requests for change of customs post of destination (redirection) to another customs post will not be accepted, and the Mode Holder is informed of the obligation to present the goods at the customs post of destination indicated in the customs declaration/TIR book. It is stipulated that in this case, the officials of the customs post shall enter a notice of consideration of a case of possible violation of customs rules or as the case may be and draw up a report on the offense in accordance with the prescribed procedure. In this case, if the carrier fails to fulfill the obligation to present the vehicle to the customs post of destination, the customs officer will notify the support service of the mobile group department to escort the vehicle to the customs post of destination specified in the transit declaration / TIR book.
