
The Court of Accounts has detected violations in the activity of the Prosecutor General's Office.
According to the audit, it was found that in 2018-2022, the Prosecutor General's Office received allocations from the state budget totaling 1.8 billion lei, while the expenses amounted to 1.7 billion lei. According to the auditors, the money was not spent as required by law. For example, in 2018, the established limit of 5% was exceeded when paying bonuses. The fact that for 5 years the employees of the Prosecutor General's Office have accumulated about 59 thousand unused vacation days and compensations for them, which is more than 53 million lei, is also considered a violation. The Court of Accounts auditors also found irregularities related to the purchase of licenses for the use of software and the development of the electronic system of recording criminal cases (e-Dosar). The expenses for licenses for computers and servers amounted to 21.5 million lei. At the same time, the Prosecutor General's Office did not find out the exact number of computers at its disposal and did not check their compatibility with the purchased software. Besides, the licensed computer programs cost 2.4 million lei more than the initial price, but were not installed. According to the auditors, this caused a 7.6 million lei loss to the state. The audit also revealed irregularities in the repair works. Some of them (totaling 17.7 million lei) were carried out without project documentation and legally confirmed estimates. According to the Court of Accounts, there were misunderstandings between the Prosecutor General's Office and the contractors regarding the scope and quality of the works performed, and several construction companies sued the Prosecutor General's Office.
