
Most of the measures of the Action Plan for the implementation of the nine recommendations of the European Commission in the context of Moldova's EU accession application have been implemented.
This is the conclusion of the second alternative report presented by experts from the Institute for European Policies and Reform (IPRE), the independent analytical center Expert-Grup and the Legal Resources Centre of Moldova (CRJM). It is noted that the overall average indicator of the implementation of the measures amounted to 4.24 points out of the maximum threshold of 5 points. Thus, out of 60 actions undertaken by the authorities within the Action Plan for 9 commitments, 24 actions (40%) have been fully implemented, 25 actions (41.66%) have been implemented with some reservations, 10 actions (16.66%) are to be implemented, and one action (1.67%) has been implemented with significant reservations. Additional recommendations proposed by the European Commission this spring were also taken into account. The highest score - 5 points - was assigned to the reform aimed at the management of public finances, where all measures have been implemented. Progress was also recorded in the area of public administration reform and justice reform - both of which were rated 4 out of 5, meaning that most of the planned measures have been implemented, but with some reservations. Meanwhile, at the end of June 2023, progress on anti-corruption and de-oligarchization was rated only 3.77 and 3.7, respectively. In these areas, the clear delineation of powers between anti-corruption bodies, strengthening the Anti-Corruption Prosecutor's Office in terms of investigating major corruption cases, and the implementation of the Deoligarchization Action Plan remain priorities. //21.07.2023 - InfoMarket.
